SSTC Group SA, in collaboration with the Doctoral School of the University of Burundi, organized an international scientific conference on August 11, 2026, in Gitega, under the theme:
“Land Taxation, Financial Autonomy of Local Authorities and Development Financing in Burundi: Challenges of Administrative Reform and Prospects for the Capital Market.”
This conference provided a platform for scientific reflection, experience-sharing, and dialogue among various stakeholders on mechanisms capable of strengthening public resource mobilization and sustainable development financing in Burundi.
Key Issues at the Heart of Local Development
Land taxation represents an important lever for increasing local government revenues, strengthening their financial autonomy, and supporting the development of infrastructure and essential public services.
Discussions focused in particular on challenges related to land asset management, parcel identification and taxation, improving revenue collection, and modernizing tax management systems.
Administrative Reform and Financial Autonomy
Administrative reform and decentralization raise a fundamental question: the ability of local authorities to have sufficient, predictable, and sustainable financial resources.
From this perspective, strengthening local taxation must go hand in hand with better governance, transparency in revenue management, and the use of digital tools to improve administrative efficiency.
The Capital Market as a Financing Opportunity
The conference also provided an opportunity to examine the prospects offered by the capital market for financing development.
Beyond traditional tax revenues, the development of appropriate financial instruments could help mobilize additional capital to support public and private investment, particularly in infrastructure, agriculture, urban development, energy, and essential services.
The discussions therefore adopted a comprehensive approach aimed at building bridges between local resource mobilization, land governance, public financing, and capital mobilization.
